BC Welfare Department was bifurcated from Social Welfare Department in the year 1975 and a separate Department was constituted in the Secretariat in 1994 vide G.O.Ms.No.72, Dt.22.02.1994. The BC Service Co-operative Finance Corporation was formed in 1974. The Backward Classes Welfare Department focuses on the welfare and development of Backward Classes.

The percentage of reservation provided to Backward Classes in Local Bodies is 34%. Unlike reservation in Education and Employment, the reservation in Local Bodies is not divided among BC Groups i.e. (A, B, C, D and E). All BC Communities are treated as one Unit for the purpose of reservation in Local Bodies.

The Diet Charges provided by the Government are Rs.750/- per month per boarder for Classes III to VII and Rs.850/- per month per boarder for Classes from VIII to X.
Payment towards purchase of Soaps, Detergents, Oil etc., i.e., Cosmetic Charges: Every month Cosmetic Charges are paid to the boarders @ Rs.62/- per month for Boys of all Classes (i.e., Rs.50/- as cosmetic Charges + Rs.12/- for Hair cut charges) and for Girls from Class-III to Class-VII the cosmetic charge is Rs.55/- and for Girls from Class-VIII to Class-X, it is Rs.75/- .
The boarders admitted into Pre- Matric Hostels are provided with free boarding and lodging. Further, four pairs of Uniforms, One set of bedding material comprising Blanket and Carpet, Note Books, Nationalized Text Books, Study material etc., are provided to the boarders every year. In addition, Plate and Glass and Trunk Box are provided to the boarders once in five years.
Every Hostel will have one Hostel Welfare Officer and three Class-IV employees appointed on Regular basis. Three Class-IV employees are Cook, Kamati and Watchman.
7497 boarders of BC Hostels passed in the SSC public examinations held in March, 2014 as against 8511 boarders appeared. The pass percentage is 88.09 as against the State average of 85.36%.
To promote higher education among BC Girls and Boys, Government have issued orders for establishing @ one Hostel for Girls and one Hostel for Boys for each Assembly Constituency.
There are 123 Boys Hostels and 124 Girls Hostels functioning in the Telangana State with a total admitted strength of 12,036 in the year 2014-15.
The admissions into a College Hostels for Boys and Girls are made as per the following rule of reservation.

Provision of Diet Charges: The Diet Charges provided by the Government is Rs.1,050/- per month per boarder from Intermediate to Post Graduation.
This Scheme is divided into 4 sub-groups and Scholarship amount is released online into the Bank account of eligible students.
As per G.O.Ms.No.40, Dt.08.12.2012 of Social Welfare (EDN.2) Dept., the Government enhanced the Post Matric Scholarships sanctioned to the students of different courses accommodated in Department Attached Hostels (DAH) towards their mess charges to Rs.1050/- Per month.

The assistance received from the Central Government by way of Centrally Sponsored Scheme towards the Post-Matric Scholarships is being clubbed with the funds provided by the State Government and the same is being used to sanction Post-Matric Scholarships to eligible BC Students.

The eligibility criteria for EBCs for getting the Reimbursement of Tuition fee are same as those applicable for BCs i.e., having an annual family income up to Rs.1.00 lakh.
The differences between BCs and EBCs are that the EBCs are sanctioned only Reimbursement of Tuition fee but not Post-Matric Scholarships whereas the BCs get both. Further, the EBCs of Intermediate course are not eligible for Reimbursement of Tuition fee also.
Note : 99,337 students were sanctioned Scholarship in 2013-14 academic year
The scheme is meant for BC and EBC students to got 400 and above marks in the 10th class exams for Residential admission into Corporate Colleges into the Intermediate course. Only students studying in Government Mandal, Municipal / Aided schools and also boarders of Government Hostels are eligible.
The selection of candidates is done by a District Selection Committee strictly in the order of merit, under the Chairmanship of District Collector.
The maximum Reimbursable fee under the scheme is Rs.38,000 per annum per student includes books, material, mess and other maintenance charges. An amount of Rs.3,000/- is release towards pocket allowance and maintenance charges, to the students account.
The total allocation of BC and EBC seats for Telangana is 450.
Government permitted to extend the benefit of MTF Scholarship to students of studying in other states in the 188 Premier Institutions like IIT’s, NIT’s, IIM’s, etc., recognized by Ministry of Human Resources Development, Government of India. Total number students permitted for MTF in the above institutions are 1,355.
This is a 50:50 Share centrally sponsored scheme. Funds received under this scheme from the Central Government are being clubbed with 50% Matching State Share and utilized for sanction of Pre-Matric Scholarships to meritorious BC students studying VIII to X class in schools duly recognized by the State Government.
The academic performance of the students in the previous year is taken as the basis for sanction of Pre-Matric Scholarships. It shall be paid for a period of 10 months in an academic year. The scholarship amount is Rs.50/- per month for IX & X Class students and Rs.40/- per month for VIII Class Students.
To achieve social integration and to usher in a casteless and classless society, incentives are given to the Inter caste married couples.
Under this scheme a cash incentive of Rs.10,000/- along with an appreciation letter is given to the Inter-caste married couple.
To be eligible for this scheme, either one of the spouses shall belong to Backward Classes. If both the spouses belong to Backward Classes, but are of different communities, then also the incentive is given.
The income ceiling for admission into BC Study Circle is same as that of Post-Matric Scholarship and Fee Reimbursement i.e., Rs.1.00 lakh per annum.
As of now, 9 Study Circles are functioning in the State. Ranga Reddy District is attached to BC Study Circle, Hyderabad. Government Buildings are available at Warangal and Mahabubnagar. Lands allotted & Budget is sanctioned at Adilabad, Karimnagar, Nizamabad, Medak, Khammam. Land is allotted Hyderabad BC Study Circle and estimates are under preparation. BC Study Circle at Nalgonda is functioning in BC integrated Boys Hostel.

There are 19 BC Residential Schools of which 12 are meant for Boys and 7 are for Girls. The Residential School at Kowdipally (Medak) is meant for the children belonging to fishermen community. The Boys Residential School located at Doulatabad, Medak district have been upgraded into a Junior College. The admitted strength of students during the year 2013-14 is 8,080 (5,560 Boys and 2,520 Girls). Total 13 Residential Schools are located in Government Buildings and 6 are in Private Buildings. One new Girls Residential School at Narsapur, Medak District and One new Boys Residential at Mogullapally, Warangal District were sanctioned during 2013-14, 2014-15 respectively. Sanction of posts is awaited.
The ratio for admission of students into BC Residential Schools: BC-A: 20%, BC-B: 28%, BC-C:3%, BC-D: 19%, BC-E: 4%, SC: 15%, ST: 6%, EBC: 2% and Orphans: 3%.
Fishermen children: 46%, BC-A: 7%, BC-B: 10%, BC-C: 1%, BC-D: 7%, BC-E: 4%, SC: 15%, ST: 6%, EBC: 1%, Orphans: 3%.
BC Residential School Results (March 2014)
During the academic year 2013-14, out of 1,076 students 1,073, (99.70%) students of Telangana State were passed in the 10th Exams.

Government vide G.O.Rt.No.293 BCW (B3) Department dated:30.08.2012 have enhanced the unit cost for Construction of Dhobi Ghats from Rs.2.00 lakhs (Rupees two lakhs only) to Rs.5.60 lakhs (Rupees five lakhs sixty thousand only) without insisting on any financial contribution from the local Washermen Community. An Amount of Rs.21.00 Crores for 375 Dhobi Ghats is allocated during 2014-15.
The district level Rajaka Welfare Committee under the Chairmanship of the District Collector will identify the places for Construction of Dhobi Ghats.

The Government vide G.O.Ms.No.101, dt:31.12.2013 of Social Welfare (SCP.I) Department, and G.O.Ms.No.04 BCW (B3) Dept., dt:07.01.2014 have restructured the Financial Assistance and enhanced the unit cost (vide G.O.Rt.No.57 B.C. Welfare (B1) Dept., dt:06.10.2008) approved from Rs.1,50,000/- to Rs.7,50,000/- per group without involvement of Beneficiary Contribution for the benefit of Primary Cooperative Societies (Consists 15 members) affiliated to the 10 BC Federations as furnished above with the following funding pattern:
